What is the best explanation for the so-called "Fairness Doctrine?"?

Liberals seem to see a name like that and think "Oh, that is suuuch a good idea. Let them compete in the marketplace of ideas. Oh, I forgot, they tried that and can't compete. Also, if talk radio is abolished, just abolish our constitution....you know, free speech? Hollywood, newspaper, network television, and colleges will have to be forced to be balanced also...liberals will not go for that.
