Is playing the song really illegal to play in Bangkok?

I just got done watching Hangover part II. I saw the song "One night in Bangkok" sung. I heard that the city government made it illegal to play it out loud because it was played way too much. Is it really true? What is the punishment for playing the Murray Head song? or any of the remixes? What is the city code?
